Help with 20iu reconsituting question

I have a 20iu vial. I was going to add in 2ml of bac water to it. So the 20 mark on the slin pin would be 2ius.
Is this correct?

Correct
Reconsitute 2 mL w/Bac water
10 units = 1 IU
20 units = 2 IU
Etc
