No its not!
Overfilling a HG amp by 50% would fail QC, and those amps would never make it to market.
Suppliers may try telling you that they were rejects and they got hold of them, and you are now geting 50% extra, but its those suppliers that have to sell thosae amps, so they will tell you anything.
Im unsure what the % is that they could be over/under filled by, but from past experience of real HG stuff, its always +- 5%. That beings said the galilinekas are normally 1.1ml, but who knows if they are real or not!
The harsh reality is that over 95% of Human Grade ampoules on the market are Fakes, or replicas.
The pharmaceutical companys will not work with the BB community to help us decide the difference between real and fakes. It has been going on this way for so many years now,its nigh on impossible to spot the difference between a real and a fake, unless the fake is really really bad.
