Thinking of running an hCG, AI and Noval only cycle. Why wouldn't it work?

So I read this actual scientific study (I don't know if I can post links here, so let me paste just the title) "Penile Growth in Response to Human Chorionic Gonadotropin (hCG) Treatment in Patients with Idiopathic Hypogonadotrophic Hypogonadism", and basically there were dick and balls gainz using high doses of only hCG
So why wouldn't it be possible to have growth of testes and penis running a cycle like the one they did in the study? And the AI and Noval could be extras to keep aromatase and estro in check. Any explanation why it doesn't work?

The reason it doesn't work is very simple. The specific protocol you're referring to is designed to treat hypogonadism, if you don't have hypogonadism this won't work.
But couldn't it also work for normal sized testes? Hypothetically speaking I don't see why not
