T/E Ratio and drug testing

How do the NCAA rules of a T/E ratio of 6:1 work out? Are their testing protocols pretty reliable? Can this information be obtained thro a simple UA? Could an athlete find ways to still be taking test and not pop a positive?

So the half life of prop is incredibly short compared to most others right? But still there would be a build up of excess test wouldnt there be? My logic may be flawed, just tryin to understand.
