So sorry for your dilemma. Bottom line you dont have any really good choices.
IMHO there are two different general lines of approach. The first, old school approach is to use tough love--cut off support and let him suffer enough to want to change, while making sure you do not inadvertently aid and abet his stupidity.
The second is harm reduction - which is based on the concept that since he is going to do it anyway, just do all you can to make sure he lives through it with a minimum amount of harm, and hope he will eventually see the light. For example, try to talk him into smaller doses, shorter cycles, help him with PCT, etc. For this to work, you will probably need to tell him directly that you are no longer going to try to stop him, even though you still believe he should stop. Otherwise you will just be seen by him as a nag and he will not bother listening to anything else you might say.
In the end, no matter which you choose, you have no real control over the eventual outcome. But in my opinion and experience, if you take the second route at least you will have enough of a relationship with him to exert some positive influence.
Oh man what a terrible situation.
What you can do is do NOTHING further to enable his use. No injections, no money, no nothing. You can't prop him up at all with this, even though you want to be a friend. He needs a leader. You are the older brother . . . be that leader.
And to me, that 47yo is no better than a killer . . . he is killing your bro 1 dose at a time. Maybe not literally, but he making it more and more evident that he is enabling your brother to destroy his own life. Your brother is all of 16! He's still a kid, for crying out loud.
If you can get the source into LE's hands, you not only saved your brother, your probably saveds someone else's brother too. The piece of shit is selling to kids!

You say "less than 20,000 people". In dont know about Canada but in smal town America you can "bend" the rules. Get a bat, find the 47yr old piece of shit thats selling to your baby brother, and work his kneecaps over. Call the cops your damn self and tell them straight up "he was selling juice to my baby brother so I beat his ass". Where Im from you would get a years good behavior at worst, probably nothing. Just dont shoot or stab him and no jury is gonna convict a 21yr old guy for protecting his baby brother from what they will perceive to be a "big bad drug dealer". Reminds me of a story about a kid named Tyler Houghton I'm sure most of the guys here have heard of him as he became the poster boy for why roids kill. Anyway the depression that he may experience could be devastating at such a young age. I would try to get him off butt that will be nearly impossible at his age to talk sense into him as you stated. good luck bud.

I'm kinda with u on this one Grrl. This is a sad story. A story my town is going thru as well. Our high school football teams are some of the best in the state and all the kids I see playing are getting bigger and bigger. A lot of them train at my gym and I know some personally. I've jumped their shit a couple of times but sadly all it did was go in one ear and out another. If it were my lil brother it would be really hard not to beat his ass. But to what extent would he then withdrawal? I'm sure this guy wants to be an uncle one day and his parents would want to be grandparents. All of that is in jeopardy when a kid that young is doing what he's doing. Wow really sad story
