If you make 10 reviews between 1-October-2017 to 1-October-2018. That's 10 reviews in 1 year. It doesn't matter if 9 of those were in 2017 and 1 in 2018 its still 10 reviews in 1 year. I think that's how it works anyway.
Agreed mate - Basically its contantly counting within a rolling time frame - a 12 month period. Count back 12 months from todays date and don't do another review if you are already at 9 within that period, if you can't even understand that then don't be injecting steroids FGS.

Year to date is what we count and we count like this; 1 month, 2 month, 3 month, 4 month, 5 month, 6 month, 7 month, 8 month, 9 month, 10 month, 11 month, 12 month... Yea! 12 months!
