HELP! how to hide your ip address?

Hey guys, Just curoius am getting a little paranoid and wondering if LE can find or locate you finding your ip address? If im using my computer i use Peerblock its a program to block ip...But what if i use my android phone?.....How can i be confident am not being watched?....what options do i have?....any help will be awesome...thanks

its free,, when i download torrents ,,i got a email from my internet provider telling me to stop and showed me a completed detailed list of what time and movie i downloaded and its illegal for Piracy and can terminate my service?,,peerblocks pervents my interent provider to see what im doing ,,,I know a awesome program to block your ip address from hackers its free but limited to options its working am testing it now "Free Hide IP" seems pretty cool
