I think I'm ready now

Ok....my previous post a few wks ago was basically asking for advice on where to start with gear. I was searching for something to help me cut/drop BF. I was about 184lbs with approx 20-25% BF. The elders suggested I drop my BF before I did anything. So here I am 169lbs with BF well under 20%. Originally I wanted to cut but I think I'm too small to do that now. My goal is to have definition and gain 25-30 lbs putting me around 195-200lbs. I don't need quick gains...I hear the quick gains are a lot of water anyway. I've browsed through previous forums and topics but nothing quit fit my criteria. Should I start researching a bulk cycle, should I still be interested in a cut...IDK? That's why I'm here, searching for info from the guys who been where I'm currently at.
