Summary of Drug Import Provisions
in the Agriculture Appropriations Act for FY2001
Medicine Equity and Drug Safety Act (MEDS). The 106th Congress passed the MEDS Act
in October 2001, as part of the FY2001 agriculture appropriations law (P.L. 106-387). An
amendment to the Federal Food, Drug, and Cosmetic Act (FFDCA), the law established a 5-year
import program to allow pharmacists and drug wholesalers to import less costly prescription
drugs into the United States. The following summarizes two of the legislation’s major clauses
as enacted:
Regulations and Limitations. Under the MEDS Act, the Secretary of HHS was to have
promulgated regulations that would have guaranteed that all drugs imported under the program
would be FDA-approved, tested for authenticity, and be properly labeled before distribution.
Conditions. Before the Act could be implemented, the Secretary had to demonstrate to
Congress that its implementation would pose no additional risk to public health and safety, and
would result in a significant reduction in the cost of drugs for U.S. consumers.
Prescription Drug Import Fairness Act of 2000. This Act, also passed as part of the FY2001
agriculture appropriations law, prevents FDA from sending warning letters to persons who
import drugs for personal treatment unless the agency specifies how the import violates the law.
The MEDS Act was never implemented by either Secretary of HHS. The Prescription Drug
Import Fairness Act, however, is currently in effect.
Im kinda ify about these packages being delivered...Why do they say Vitamins on them? Can the Naps rep comment on this? Cause I know from my standpoint, if I worked in any branch of mail delivery, If I saw "vitamins" on a package I would definitely take a double look into them to make sure. Cause we all know, if something gets caught and reported, that employee is getting a raise. "vitamins" being written on the package is kinda a dead giveaway tho....Im sure FedEx officials KNOW U.S. based customers dont order vitamins overseas when we have our local CVS and Walgreens and Dominicks, Sam's Club, Wal-Marts, Targets, Etc....

I would advise you to google "legal muscle" by Rick Collins and order a copy and read it front to back before giving out such advice. This is around the third time I've seen someone give out incorrect legal information in this forum as if there is nothing LE can do because of such and such reason. You will read real life stories about federal agents confiscating packages from such courier services and then delivering them and alot of times not asking for signature to make the person less paranoid about accepting it and the moment it's in their hands the raid team swarms their house and they are in handcuffs. There's even a case in there where an agent dressed as the delivery man tries to throw the package in the door before the guy closes it after refusing to accept it because he knows that by law, once it's in your possession then you are responsible for it. And there's another story where the college guy who ordered wasn't at home and his dad, a successful Dr. accepted a package and the kid called and had his dad write "Return to Sender" on it and sit it outside the door. Right after he did this, raid team swarmed, Dad and Mom were arrested, Feds proceeded to issue notice of foreclosure on their home, cars, and bank accounts, all paid for with and full of legally earned money simply because their son ordered some dbol, and the dad accepted it, with no knowledge of what was inside.
I'm not trying to scare anyone as the odds of them doing this to someone are rare, but I shake my head every time I see someone on here say "they can't.... because they can't prove... you can just say".... ok.. keep thinking that. They can do what they want, they will do what they want, you can say what you want, and it'll do you no good. The US Federal justice system has a success rate over 90%, and it didn't get that high by allowing everyone who says "well I didn't know, you can't prove it" get out of trouble. Everyone who gets caught with drugs of any kind on them or in their car always pulls out the "I didn't know that was there" line. You think it works about how often? You accept a package and it's in your possession. If it has drugs in it then those drugs are in your possession. You say you didn't know it had drugs in it, well it's your word against the government, and they will most likely have your computer and internet history showing how you loved to visit steroid forums everyday after work, emails back n forth with some guy discussing how you can't wait to start taking some substances... which just happen to match the substances that were in that package you didn't know anything about. Oh, and delivery records of a few other packages over the last couple of years from the same location in which you accepted and for some reason never returned, even though you claim that you know nothing of the current one from that same location. Jury going to believe that you had no idea though... yea right. Doesn't matter because you'll never get to a jury trial, your lawyer, who you had to take a 2nd mortgage out on your house to pay for, will look at the evidence and tell you that you're caught and to take the plea they offer and that's what you will do.
Once again, it's rare for them to come after someone over a package, 99% of the time they seize it and that's that, but it does happen, and it will happen with any service out there because they are all subject to importation and customs laws when entering a country and once the government finds something of interest, if they want to proceed with an investigation, they will receive full cooperation from whatever company the package was shipped with because no company wants to be looked at by the federal government as a company that tries to protect or assist with the importation of illegal substances. I don't give a shit if its Fed Ex, UPS, usps, DHL and so on. Feds want to set up a controlled delivery and those companies will bend over backwards to assist and offer a uniform and a truck if asked to in order to make the controlled delivery successful.
I really recommend anyone participating in this game at any level and dealing with any type of source to find the book Legal Muscle by Rick Collins and order a copy. It's a fun book to read and you will feel a lot better prepared once you're done and be glad you invested in it.
