is there an acceptable delay timeframe for gear? Also, is there a point where one would one throw some shade towards a source for those delays?

Sources usually give an estimated T/A. Key word is estimated. That is not a gaurantee. If you start falling outside that window then just politely PM the source and ask what's up.

All I can say about the delays is the pandemic . During this pandemic, everything started to go very late, unfortunately.
