Calling all computer Geeks... I m mean experts

I am trying to create a commandline.txt folder for GTA iv episodes of liberty city ....without it I can't modify the screen size or anything, it shows up as really teeny tiny ;-( .. I was told to create a text file call it command line open it and write in it norestrictions ...... except it won't let me .... ;-( any ideas on what I am doing wrong? I m not even certain if I am in the correct files.. I m running windows 7. can anyone help?

You may be able to save it as a batch file and have it auto execute when you launch the game.
Open notepad, or similar application, file, save as > ensure file type is set to all files, then just add the extension .bat
Not sure if this will fix the issue, never had a problem launching GTA IV =/

When you save the text file on notepad save it as all files not as text document.
