Writing a revue

I am trying to right a review for a source, but when I click on I understand the rules it doesnt let me go any further. Any advice would help, thank you.

1) Sometimes it may be happen in cause of site maintenance, try before 1-2-5 hours;
2) Try to reload your phone, and clean browser cache;
3) Try other browser on your phone, I recommend Google Chrome, but try with Firefox and Opera too;
4) If 1,2,3 points not helped you. throw your phone in the window, and use PC to write your review. .......lmao

If you are trying from your phone, this is common. Try from a computer or maybe a tablet. My Samsung galaxy did same thing, have to use my laptop to write reviews.
