I would imagine its because US Customs seem to be stopping everything coming in and opening it up!! I've recently heard of packs from the UK being stopped and emptied as they have tried to enter the US. Remember that some of these are being sent from China too.
I just got a pack last night that was opened and resealed, WITH contents inside. I didn't grab it from the box either. Somebody else on the ranch grabbed it, drive around with it for a few hours and came and brought it to me when they got off. It's all about the packaging! I couldn't believe it slid through, until I tried to open it and saw the masterpiece. I'm pretty impressed!
