Here I want to clarify and go into more depth information.
1) what is a steroid. From wikipedia:
"Anabolic steroids, technically known as anabolic-androgen steroids (AAS) or colloquially simply as "steroids", are drugs that mimic the effects of testosterone and dihydrotestosterone in the body. They increase protein synthesis within cells, which results in the buildup of cellular tissue (anabolism), especially in muscles. Anabolic steroids also have androgenic and virilizing properties, including the development and maintenance of masculine characteristics such as the growth of the vocal cords, testicles, and body hair (secondary sexual characteristics)"
2) How steroids are considered by the law:
Steroids are considered controlled substance by world government. A "Controlled substance" is one that is more firmly regulated than uncontrolled prescription drugs. This stricter control of steroids created a more harsh penalties for wrongful dispensing.In USA steroids were placed in "Schedule III" classification, along with amphetamines, methamphetamines, opium, and morphine, and carrying the same penalties for buying or selling them.
3) Who produces steroids: UGL/Pharma Grade Manufacturer.
UGL= Underground laboratory is a chemical laboratory that produces, sells and distributes steroids illegally.
PHARMA GRADE COMPANY= Manufacturer that have got permission to produce and sell drugs by local government. Government agency or Health department verifies and controls that manufacturer respect local or international production standards (purity, dosage, sterility, strength, consistency).
International pharmaceutical standards recognized worldwide are two:
1)BP=British Pharmacopoeia is an annual published collection of quality standards for UK medicinal substances and makes an important contribution to public health by setting publicly available standards for the quality of medicines.
2)USP= United States Pharmacopoeia establishes written (documentary) and physical (reference) standards for medicines, food ingredients, dietary supplement products and ingredients. These standards are used by regulatory agencies and manufacturers to help to ensure that these products are of the appropriate identity, as well as strength, quality, purity, and consistency.

Therefore a manufacturer that want to produce drugs hence steroids must be licensed by a government authority, government agency or health department.
Government agency licenses the manufacture with a certification number and supervises, controls, that local standard are observed in producing drugs. Without the license or permission no manufacturer can produce steroids. In the developing world, there are often profound differences between the UN-WHO standard and the local GMP standard. International standards WHO-BP-USP are the most strict standard available.
As above mentioned pharma grade manufacturer can obtain license by local government and can sell legally its products within the nation boundary.
This is the case of: Balkan Pharmaceuticals, AsiaPharma, AlphaPharma,Unigen,New British Dragon...sorry if I forgot someone.
These are Pharma Grade manufacturer because they have obtained license by local government and were registered and certified in their based country.
They can produce and sell legally within country boundary.
They can't sell worldwide because first they should obtain the permission by International Authority and at the moment their quality standards are not sufficient to have permission released.

Conclusion: Underground Laboratories are illegal chemical laboratories that produce and sell steroid without permission. No health department or government agency has licensed them. Moreover neither local authorized agency nor government authority controls what standards they apply in producing steroids. What quality/security standards they use in terms of purity, consistency, strength...this means:do what you want no one could never know what fucking substance is contained there.
On the contrary pharma grade steroids manufacturers are licensed company that can sell legally steroids in some countries. The problem is that most of this countries are third world nation. In these countries corruption rate is higher that developed country hence controls, quality and security standards are poor. But they are legit company. I was forgetting to say that most UGLs are based in the same third world countries as pharma grade company to get law around. Now you have the information...flip the coin...head or tail...?????
