Torso twist/rotation machines

I know every time I google this machine it comes up as machines to avoid. However, I had amazing results using this machine. Just instead of trying to go heavy I used 70-90lbs for sets of 30. They make 2 versions of this machine, 1 where you rotate the upper body and the other the lower. The one that I used was upper body rotation. I just wanted the see which people thought was better. Just moved and having a lot of trouble finding a good gym for experienced lifters. Decided to work on a home gym and the cheapest rotary machine I found is 600$. Thought I would try to make my own, and while I had good experience with upper rotation, lower would be easier to make. So upper or lower?
