1. yes, but make sure it's acetic acid (.6%) and not just bacteriostatic water
2. you can, try to run the water at an angle down the glass and not blasting the powder. Swirl gently, do not shake. Once dissolved let it sit for a day.

I've never done bilateral injections, but if it were me, I think I would just use the one syringe. Fill it with the combined dose and inject half into each site. Don't know if individual pins is the correct procedure, I am curious.
