IF the preg test says negative after testing the HCG does this necessarily mean its fake and a bad batch? should i throw away the stuff or still pin?

Where did u get the HCG at?
cheap preg tests have been known to kick out false negatives, buy a decent one of another brand before you toss it
if it comes out negative again, don't pin it as you won't have a clue what it actually may be
