there has been a global crackdown as of late, just google operation pangea for starters.

there was also some recent israili crackdown that involved multiple countries.
its quite simple, receive aid and do whats asked or aid gets cut. just my educated guess.
the US govt has a hard on recently for AAS and will likely make more of these phonecalls to easy to obtain steroid countries.
