Former Downtown Nightclub Bouncer Arrested on Charges of Operating Illegal Steroid Lab out of His Oak Lawn Home
CHICAGO — An Oak Lawn man was arrested today on federal charges that he imported anabolic steroids from China and distributed them to large-scale suppliers in the Chicago area.
JOSEPH T. PALERMO, 33, imported anabolic steroids, human growth hormone and pharmaceuticals from outside the United States for approximately five years, according to a federal criminal complaint and affidavit. The shipments from China arrived in the form of raw liquid or powder, which Palermo manufactured into usable steroids and distributed to large-scale dealers in the Chicago area, according to the charges.
Earlier this month, federal agents executing a search warrant at Palermo’s Oak Lawn residence discovered a makeshift steroid laboratory in the walk-in closet of a locked bedroom, the affidavit states. Inside the closet were approximately 600 empty glass vials, approximately 250 vials filled or partially-filled with suspected liquid steroids, more than 6,000 tablets labeled as anabolic steroids, glass beakers, a hot plate and a digital scale, according to the affidavit. Agents also discovered more than $9,000 in cash and several firearms, including a 9mm Glock handgun that was concealed under a pad in a sofa, the affidavit states.
Palermo, who is employed by the Argonne National Laboratory, was taken into custody this morning. He was charged with possession of a controlled substance with the intent to distribute. He appeared this afternoon before U.S. Magistrate Judge Maria Valdez and was released on a personal recognizance bond.
The arrest and charge against Palermo were announced by Zachary T. Fardon, United States Attorney for the Northern District of Illinois; James Gibbons, Acting Special Agent-in-Charge of the Chicago Office of the U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI); Antonio Gómez, Inspector-in-Charge of the U.S. Postal Inspection Service in Chicago; and the U.S. Department of Energy’s Office of Inspector General.
The arrest is part of an ongoing investigation that has resulted in the issuance of numerous federal and state search warrants, as well as the initiation of other federal criminal cases, according to the affidavit.
According to the charges, Palermo purchased the steroids online and often wired the money through Western Union. The shipments were sometimes sent to P.O. Boxes that Palermo opened in his name or the names of people whose identities he had found on driver’s licenses mistakenly left behind at a downtown Chicago nightclub where Palermo formerly worked as a bouncer, according to the charges. Palermo estimated that he grossed approximately $2,000 per month through the scheme, the affidavit states.
In June, U.S. Customs and Border Protection officers in San Francisco intercepted a Chinese parcel addressed to a residence Palermo controlled in Northlake, the affidavit states. Although the parcel was declared as “Titanium Dioxide,” it contained 359.2 grams of an oily anabolic steroid, the affidavit states. In July, CBP officers intercepted a second Chinese shipment, this time containing a powdery anabolic steroid concealed in a tinfoil baggie, according to the charges. It was addressed to a Palermo-controlled P.O. Box in Elmhurst, the affidavit states.
The charge against Palermo carries a maximum sentence of 10 years in prison and a $500,000 fine. If convicted, the Court must impose a reasonable sentence under federal statutes and the advisory United States Sentencing Guidelines.
The public is reminded that a complaint is not evidence of guilt. The defendant is presumed innocent and is entitled to a fair trial at which the government has the burden of proving guilt beyond a reasonable doubt.
The government is being represented by Assistant U.S. Attorney Kartik K. Raman.

Zachary Fardon, the United States Attorney for the Northern District of Illinois, announced the arrest of Joseph Palermo on federal charges that he imported anabolic steroids from China and distributed them to steroid dealers in the greater Chicago area. The September 24th announcement outlined the details of his illegal steroid enterprise.
Palermo operated a domestic underground laboratory (UGL) that manufactured finished injectable and oral steroid products from raw steroid powder. He sold the product under the brand “Genesis Pharmaceuticals”. The UGL has no relationship to the international UGL known as “Genesis Laboratories” or “Genesis Rejuvenation Products”.
Palermo had apparently been selling steroids since 2010. His steroid dealing had gone unnoticed by law enforcement officials for a period of 5 years. However, his success at going unnoticed came to an end on June 10, 2015.
This was when U.S. Customs and Border Protection (CBP) agents working at the San Francisco, Callifornia International Mail Branch (IMB) intercepted a parcel containing 359 grams of a liquidy substance declared as “titanium dioxide” which originated from “Wuhan H&Z Trade Co. Ltd”. It was really boldenone undecylenate (aka Equipoise) powder which exists as a liquid at room temperature.
On July 28, 2015 CBP agents intercepts another package. This time is contained 204.3 grams of testosterone enanthate powder. This meant it was time for investigators to get serious and go after Palermo.
Daniel Nugent, a special agent with Homeland Security Investigations (HSI), took over the investigations. Among other things, Nugent issued an administrative subpoena for the UPS Store. This got the ball rolling after UPS Store provided Palermo's email address as well as a detailed log of all 178 international mail parcels that he received from China, Hong Kong and India over the past 5 years.
Nugent served a subpoena on Palermo's email address(es) and received a thumbdrive from Google that contained his entire archive of email messages, sent and received, as well as all documents stored in Google Drive. The thumbdrive contained numerous correspondences with his suppliers as well as payment arrangements including Western Union details.
An administrative subpoena served on Western Union resulted in records detailing over $37,000 in cash sent overseas (and primarily to China). The evidence from CBP, The UPS Store, Google and Western Union was more than enough to obtain a search warrant for Palermo's residences and property. Nonetheless, investigators conducted “trash pulls” in which found even more incriminating evidence.
When Palermo was arrested on on September 9, 2015, investigators seized approximately 600 empyt glass vials; approximately 250 vials of injectable steroids; 193.5 grams of raw steroid powder; over 6,000 steroids tablets; 61 vials of suspected hGH; about 2000 syringes; glass beakers; hot plate; a digital scale; a five gallon jug of cottonseed oil; labels bearing the Genesis Pharmaceuticals name; more than 2000 tablets from the class of drugs known as selective estrogen receptor modulators (SERMs); 1,000 tadalafil tablets (Cialis); and approximately $9000 in cash.
Palermo waived his Miranda Rights and confessed to investigators at the time of his arrest and confessed to everything. Palermo claimed to have grossed about $2,000 per month; he admitted importing steroids from China; and admitted manufacturing finished steroid product for approximately 5 or 6 large-scale steroid dealers in the greater Chicago area.
Palermo faces a maximum sentence of 10 years in prison and a $500,000 fine if he is convicted.

is any mail truly safe?
Not if you don't log out
Sorry i am a newbie but other are suggesting secure mail servers but why not set up a fake email? set up and only access it through something like Tor.
well.... if you are using it to order shit then it isn't anonymous
In the UK it's illegal to supply or have enough to show potential intent to supply, and to order from abroad but strangely appears to be legal to go abroad and bring back gear to the UK for personal use, so it's more the source at risk from this.
http://m.talktofrank.com/drug/anabolic-steroids?detail=law
Anybody know how much is deemed personal use though? Anadrol for example "The recommended daily dose in children and adults is 1-5 mg/kg of body weight per day. The usual effective dose is 1-2 mg/kg/day but higher doses may be required, and the dose should be individualized" so I currently weigh a bit more than 100kg, but my maths isn't great, so I'll go by that. 30 days worth at 5mg/kg, I'm using 500mg a day (! Never have I exceeded 150mg) so surely 300 tablets could be argued as personal use, and only a months worth! How would they quantify tren?
I've been using gmail as I thought safer than hotmail etc but looks like I'll look into other options. If the sources end up being traced back it really is fucked up. Wish governments would focus on things that actually matter and loosen the reins a bit
Just tried setting tutanota up and testing, it demands password to email from both sides. Awkward as would need to send the recipient the password unencrypted before sending encrypted. Sorry to bother you guys but any suggestions? As I said I'm not worried about myself legally but some of the sources on here are top blokes and I'd rather minimise their risk, although I'm aware I'm a tiny part of their business so I guess it hardly matters in the grand scheme of things. Are there any free email providers that encrypt without password or is it worth paying out for safe-mail etc?
safe-mail.net is garbage ....
apply for a protonmail.ch account .. you might have to wait a few weeks but it is well worth the wait ..
don't know what you are talking about with the pw issue with tutanota .. I m communicating via proton mail to tutanota and no pw required ..
haha...and safe-mail was a going suggestion not very long ago, maybe a year or two? unless I'm high again
Yeah I stopped using gmail a while ago.. protonmail.ch baby!! Thanks for a great read Darth!!
@Darth Pale, thank you for sharing. This article simply reminds me that it's highly unfortunate we live in a time and place where we claim to have "freedom," but the average American thinks that liberty is simply being able to tell someone what they can or can't do. (For any random reader who DOES think that the actual meaning of liberty is to tell people what they can or can't do, please let me exercise your definition as I tell you to go fuck yourself.)
Sorry. I'm old and cranky at times. My old man liberty loving rant is over.
The one thing nice about this site is, the peeps here actually TRY to take care of each other, through the best possible advice and information, to helping keep things "tidy." I sure appreciate y'all, very much. -Zeus
And I obviously need to be more secure, I would say.
VPN, encryption...whatever, everything.
Thanks
Great post! Gotta be smart brothers, too easy to catch a charge these days.
Great post brother Pale which emerged some very pertinent and valuable information! Thank you!
Tink22If sources and consumers want to be safe. I suggest everyone learn how to encrypt..... Not that hard. Download a few programs and learn a few steps and it will make you thatch safer. People getting in trouble way to often anymore. Learn learn learn! It's not hard
Soon as I read this, I started to look into VPN services
Even easier than that now,
startmail, tutanota, do it all for you, no longer need to learn PGP , etc.
Almost all the sources on Reddit require Email encryption or they wont even talk to you. It's less convenient but quite a bit safer.
Tink22Nice. I'll have to look into those services
StevebStartmail.com was designed to counter the NSA
Sucks with these busts lately. Makes me nervous just ordering my handful of vials once a year.
Gmail is absolutely not safe. Your best bet is either proton mail (which is free but takes a while), or a paid secure email.
I can't help but imagine the powders are what's gonna screw him even harder. And the guns of course.
Grossing $2000 per month??
Even with a zero or two thrown on that number, he could hardley be called a major supplier.
There is always risk...... minimizing it is all you can do.
Good post Darth.
He probably told them a low ball figure...china knows.how many metric tons.of each.compound has been exported...i hope its been exported all over the world...especially into mexico and south america...china owns 51% of panama canal anyway.and has for 15 yrs, right?
Good point!
You wonder about that number, if he had as much coming and going as he claimed it doesn't even make sense. That begs the next question in my head, did the DOJ purposely make some parts of this story sound worse than others?
The DOJ, I assume, does this with every press release.
It's mazing to me---even at this age---how evil the "good guys" are.
Believe half of what you see and none of what you hear. I think that's what it is
tallandswoleBoom! =)
Sorry I'll leave
Yea like him mfg for 5-6 bigger dealers..
Easy pickins...no war...no fight...no worries on LEs part....yet...Cant wait till they come across one of the cartels houses mfg aas...be the last day they think they know what they are doin....surprise...boooom go the weapons and bombs...shits crazy...
Hopefully this doesnt get worse, before it gets better...
Its the guns that are really going to fuck him
Yea, they use them as the tool to make you plead.
Guns, drugs, cash etc etc are really going to fuck him up. Risky business..... Pay to play.
Wonder who this guy was
