Look in the groups section and you'll find your answers there. Google is your friend too.
Coinbase is not a legal body. They can close your account but they can not seize your money. You should be allowed to withdraw your funds to your bank or your wallet. If your money has been seized, you've got bigger problems on the horizon.
If I were you, I'd use the electrum wallet.
