Other people can give or take a point (your points) for each comment you post. The people you see with really high numbers have been here a while and are probably worth listening to or asking questions because that's how many karma points other people gave them. Like a way of saying thanks or I agree. So when you say "hey everybody that gets a package up vote this", what your really saying is "hey everybody that gets a package add a point to my karma".
