I've plateaued at 183lbs so I'vve upped my calories to 4000+ per day, I'm eating 800g of oats per day, and 220g of protein. Which consists of chicken, steak, eggs and protein powder
What's your views on this ratio of carbs to protein?

It could definitely help break out of the plateau. See what else may be the cause of hitting a plateau? Training, diet, routine schedule, etc? It can be other factors aside from diet. Switch things up with your training as well. That was always helpful in breaking through plateaus for me.
