If I do IGF-1LR3 and MGF, do I still need HGH?

What I'm understanding is that release of IGF-1LR3 from taking HGH is the reason why one would even take HGH. And that it's not a gauranteed release. So I ask the question, why not just bypass the HGH and go directly to the source?
