These are brand new bottles that were just ordered, one of them has a weird textured surface, is this normal? I emailed the supplier and they said they use smooth and textured stoppers but I've never seen this before.

Also when reconstituting the normal bottle, the syringe went down slowly by itself due to the pressure, but the textured rubber vial didn't do the same. Thoughts?
