Didn't say raw powder, so probably finished product, only a few grams of powder in a kg of pills. Think about it, an aspirin has 325 mg of ASA in it. Most steroid pills are 5, 10, 20 or 50 mg all the rest is filler and binder.

But 18 kgs makes great copy in the media.
