Not sure if I'm doing it right

I've been losing weight steadily for about 3 months and have gone from 207 to 171 but have been stuck at 171 for about 4-5 days before this i could practically stand on the scale and watch it go down. Ive been watching my diet and doing fasted cardio in the morning before I weight train. I just switched from 2000 calories down to 1600 about 2 weeks ago and eat no more than 1600 calories. Here is a good example of what I eat on a daily basis I'm not shure if its what I should be eating or not I sometimes have carbs with meal 5 which is at about 6:30 I have read I shouldn't eat carbs after 2. Any advice or critique would be appreciated I'm 27years old 5'6 and 171lbs not shure how much weight i wanna lose just wanna get body fat down to around 13% I'm not shure what I am now I can't get a accurate reading with the caliper.

Meal 1
Protien shake 2 scoops

Meal 2
Oatmeal

Meal 3
Peanut butter jelly sandwich
Protien shake 1 scoop

Meal 4
Cottage cheese
Apple

Meal 5
Chicken or lean steak
Salad

Yea, I do fasted cardio 7 days a week in the morning before I weight train for an hour (fast paced, 5 days a week).
