steroid vial metal crimp loose, not tight, is this normal?

I recently purchased scrioxx gear internationally and the metal crimp is loose and not tight not other steroid vials ive seen. you can easily spin it around and I am wondering is this normal or not?

It happens sometimes. As long as its holding the stopper in place properly then it really doesn't matter. The crimper doesn't create an air tight seal with the cap. The cap creates the seal by holding the stopper in place. You're good I think.
