-2 How many inches can you add to your arms from a few steroid cycles

I read an article saying the average arm size is 13 inches for a person who does not train at all, while a person who trained for at least 2 years has 15 inch arms (proof: http://bit.ly/2btzHgc)
Anyway, mines are 15.5 inches. If I take steroids, is 18 inches achievable? test e + deca
