Phone call from cop

Got a phone call from a cop today saying that he has a package from an online pharmacy and that he is going to issue a warrant for arrest for me and that I can work it out in court. I honestly don't even know what the package is, could be a recent promo. But how serious is this? Are they bluffing me?

If it's a promo it's small. If it's something else bigger why would they warn you? They'd knock your door in and rip apart your walls to get evidence. Just a package coming in someone's name isn't enough evidence
Is that normal that they'd call? Or is it just some scare tactic to try and get me to admit it's mine?

If true, Why warn you? To spend more money to chase you down? Allow you to lawyer up, get rid of evidence?
If they wanted to scare you because they know they can't issue a warrant for a package being sent to you not yet in your possession, why a cold call?
Why not send you in the mail a photocopy of your package and a letter on official letterhead quoting the statutes you've violated and the penalties you face. I.e. irrefutable, evidence and a warning.
