Who ever it is running around -1 every reply on the forums is actually causing issues. While the dude cant actually take karma with his neg-1, It is keeping people from being able to give +1 to the reply the little fucker is negging.
At least it is keeping people who can only give +1 like myself from giving a +1

No, you should still be able to give a +1 or -1. The only thing that would prevent your vote from counting would be if you had already voted on the comment.
go to one of the post he has negged and try giving a plus + 1 , it just sets it back to zero.
