Waiting period for new members to open threads

So I just want to throw an idea in.
How about new members have a specified waiting period before they are able to open their own threads?
We all know that it is mainly the newbies that open threads with stupid questions and ridiculous cycle propositions.
If they had to wait, say 3 - 5 days before they were able to do this, then they might have an incentive to actually USE THE SEARCH BAR to find the info they are looking for (and yes, you can find it here).
Otherwise, all we have are newbies that have been members for 10 minutes opening countless threads with questions they could have found the answer to themselves.
I know its not only me who finds this annoying.

Good idea,although you must admit,SOME of it is quite entertaining.
