If the vile is labeled with something that is illegal, then technically yes. For example, if a drug dealer sells an undercover cop fake cocaine and tells him it’s real cocaine he will get the same charge as if it was real.
Now on the other side of things, if all of your viles are labeled with something else It’s very hard to get in trouble for what’s inside. Example, a vile labeled with coconut oil will be almost impossible for you to get charged with even if it’s testosterone inside. They have to prove that they knew it was testosterone in that vile before they tested it. So unless you pointed at it and told him that’s what it was they would not be testing it.
